Caddo approves Blanchard annexation with land use unclear

(The Center Square) – Caddo Parish commissioners approved a Blanchard annexation request Thursday after questions about plans for the property, with the mayor later explaining why part of Linda Lane needed to be included.

The commission voted 8-0, with four absent, to consent to Blanchard’s annexation of property at 4238 Linda Lane and a portion of the road’s right of way. Resolution 56 of 2026 identifies the property owner as Clint Hutchinson.

Blanchard Mayor Jim Galambos told The Center Square an earlier annexation of property for an RV park made Hutchinson’s request possible. Hutchinson wanted adjoining property brought into Blanchard, but the town’s annexation rules required a connection to existing town limits, Galambos said.

Linda Lane lies between the properties and is outside Blanchard’s limits, so the town needed a strip of the road annexed to connect them, he said.

Galambos’ written request to the parish did not identify a proposed development or mention an RV park expansion.

The property is south of Lawler’s Old Homeplace Campground, which lists its address as 5881 Pine Hill Road, near the intersection with Linda Lane. The road segment included in the request runs south from Pine Hill Road to the southeast corner of Hutchinson’s property.

During Thursday’s meeting, Commissioner Chris Krackman asked whether a representative from Blanchard or the property owner was present to explain the request, but neither came forward.

“It’s basically a street and then one piece of property, and I was curious of what the reasoning behind this was or what the project was,” Krackman said.

Krackman said the property was a couple of hundred feet outside his district. He questioned why the request involved a single parcel within a subdivision.

Caddo Parish Public Works Director Tim Weaver said the initial request involved annexing only the property. The parish required the road connection to make the annexation contiguous with Blanchard.

“They were trying just to annex just that one piece of property,” Weaver said.

Weaver said the parish maintains roads within Blanchard as well as outside the town’s boundaries.

Krackman questioned whether the annexation was related to an existing RV park.

“I know that there’s the one piece of property at the end of Linda Lane that was annexed last, and it’s now a, you know, an RV park at the end of that subdivision,” he said. “I’m wondering if that’s an expansion of that.”

No one confirmed an RV park expansion during the meeting.

In his Sept. 10 letter to Weaver, Galambos requested parish consent to annex the road segment. He wrote that the letter amended an earlier request dated June 3.

“The Town of Blanchard has received a petition from Clint Hutchinson to annex certain property into the town limits of Blanchard,” Galambos wrote.

The commission previously approved a separate Blanchard annexation request on Feb. 5. Resolution 11 of 2026 granted parish consent to annex a portion of Pine Hill Road from the town’s existing limits to Roy Road to connect property owned by KDDT LLC. The measure passed unanimously among commissioners present, with five absent.
